Regulation 33 of The Children’s Homes Regulations 2001(as amended by The Children’s Homes and Looked after Children (Miscellaneous Amendments) (England) Regulations 2013), clearly states that the registered provider shall appoint, at the registered provider’s expense, an independent person to visit and report on the children’s home in accordance with this regulation. This is to ensure objective critical analysis with a view to improve safeguarding and service delivery.
